Yes, the fan is meant to kick in after about 1 minute or so idling from a start.  Put it in gear and it will stop the fan again.  Probably intended as a check to confirm that the fan is operating and to give it a regular spin-up.

Yes, the Gen 1 suffers a white connector problem but maybe not the same as the R1 you had.  Not connected to your fan question but you should read this to understand the connector issue.
