I would say the spacer gives support along the length of the bolt
I had the same problem when i did mine. solution was to have one person hold/push the spacer in place as the other pushed the mounting bolt through the hole. sometimes the alignment causes an issue and it needs to be "persuaded" with a long screwdriver.
