A new bike for £200 will not be strong enough for a big lad,,you will bend the wheels pretty quick.
Also you will need one with a cassette rear hub as they are four times stronger than the screw on cog type.
Building one up from parts will be very expensive,
If you know what bike is what then second hand is the way,,best i would do is check good private shops for px bikes.
New you should not go less than about £350 as it will have cassette rear wheel and sealed bearings,stainless spokes,twin wall rims,
Considering tyres less than£18 each are crap,and a rear wheel is £50 you aint gonna get much new bike for £200.
And yes a hybrid would be good. 700c wheels but a mountain bike could be ok,just a bit low at the front.
