Probably, but why would the riders size or weight have anything to do with how many revs a bike pulls at a given speed? Surely it's a direct ratio of gearbox rpm to wheel rpm. Wheel or tyre size wouldn't make any indicated difference as the speedo measures wheel rotation.
Must be a sprocket change to do this.

I agree, nothing to do with power to weight unless of course you are so fat/un-aerodynamic that you make the clutch slip - THEN the RPM would be different
