There are two seperate offences. One is not having a valid road fund licnece and the other is Failing to display a valid road fund licnece.

Erm, no, there's no such offences since the Road Fund Licence was ended in 1936!

Unfortunately the continued (wrong) usage of the term makes some people (especially cagers) think that they "pay to use the road" and thus should have priority over cycles who don't "pay to use the road"  :2guns
