don't do the sealant thing.
2 friends of mine have had tanks sealed and the modern fuels with Ethanol melt the sealant. It will screw your carbs forever. Advice all round is that you must be very sure that the sealant is Ethanol friendly, as Ethanol content in fuels will only increase from now on.
are you sure the rust is getting into the carbs? there is a filter between the fuel tap and pump which I would expect to catch all that crud. maybe it's blocked?
