if the inside of the tank has gone rusty then you'll have to either treat the tank with a sealer or replace the tank or it will just keep blocking your carbs. if i was you i'd get a good second hand tank and then clean out the carbs and then the bike will be sorted. cleaning the carbs is not difficult. the hardest thing is undoing all of the screws without damaging them and if they've been cleaned recently then getting the screws out wont be a problem. so i'd suggest having a go at that yourself if you got any mechanical experience
