On my first gen1 speedo I once got 178 on the clock. It had around 5% inaccuracy so this was about 160 ish. This was ideal conditions on a dual carriageway with a light tail wind.
My FZ-1 would not pull any more than 165 indicated on its clock. Take off speedo inaccuracy ...maybe 155 true ?This was down the 2 mile straight at bruntingthorpe on a warm dry day with little wind.A ivanised gen1 ran very similar top speed on the day.
My second gen1 will do around 155 on the sat nav, 165 indicated . Thats on a german autobahn. The clock has only 5% inaccuracy.( according to sat nav)
TBH once you get to this sort of speed, aerodynamics make so much diffrence....you would need masses more power to get more speed.
If you have 140 on the clock as a maximum thats only about 130 true , so it does sound like the engine is struggling a bit.
My current gen1 has the full monty jet kit( 138 bhp at wheel) and absolutely whizzes right up to 150 without any problem. The last 10 mph take much more effort.
I would strongly recommend you get this kit fitted ....
