Some lenses fade with time anyone remember the old (Sweeny style) Granada's 
once they reach a point where the tester feels the orange isn't orange enough they can fail them. A fix is to fit a later coloured indicator bulb, the same things happens to where the bulb provides the colour i.e. white/clear turn signal lenses you need a new bulb.
