Yes, your garage is telling you the truth. Replacing the selector drum, fork, second gear etc. and various other bits like gaskets will cost as much as a second hand engine even before you add in the extra labour to fit them in your engine.
Be prepared to ask the seller what the state of the engine is if they don't explicitly say in the listing.
When I enquired after one that caught my fancy a couple of years ago the dealer admitted he didn't know whether 2nd gear was OK on that particular engine, but he did have a higher mileage one (40k) that he knew to be good so I bought that one instead and it's doing fine 20-odd thousand miles on.
