ebay feedback question?

I think they need to move to a system where feedback is held 'in limbo' until both sides have left it. That way it eliminates the tit-for-tat negative feedback, but also encourages people to leave feedback. I've bought a few things from sellers, left feedback, thereby adding to their statistics, but they've not left feedback for me.
