This is a county border between Bristol County and South Gloucestershire County - they are two distinct counties but the border is within the confines of Bristol CITY
Pretty sure its valid... but looks like its to be put to a vote...
Also, literally about 200 yards up the road is the matching South Gloucestershire County signpost but Google for some reason has gotten that close... http://goo.gl/maps/6RW6P
According to Wikipedia (so it must be right, eh?) bristol County is a ceremonial one (presumably as opposed to an administrative one) so could happily exist alongside Avon/Somerset /Glos...?
Ah good old Wikipedia. I once read that Steven Seagull had been murdered by his best friend with an axe a while ago but oddly enough he's brought out a film or two since >

Lol! I was just wondering if the "City and County of Bristol" sign was still in place next to Ashton Gate.
The Council deliberately put of them up in 1974 when Bristol's Charter (defining it as a County) was withdrawn, one year after we'd celebrated 600 years of being a City and a County
