Rear lights on 2004 Fazer 1000

I've just had my bike MOT'd and was told one of my back lights was out , the left one, although the brake light was working he passed it. So.. stupid question time.. Should both back lights on all the time or do I have a knackered bulb?

Not sure about the 1000 but the 600 has both rear tail lights (left + right) on

Both sides are the same , ie stop and tail , so sounds like a tail light has gone
