i asked this a long time ago as i was thinking of getting them.
It seems that loads of Fazer owners put bigger boxes on with no problems. the only thing i think could be a problem is if your carrying a pillion, it may reduce their space as the Fazer itsn't big and roomy like a dedicated tourer.

I think it was more to do with the weight on the subframe. Yamaha wouldn't recommend anything bigger than 21L, but plenty of people on here have used bigger, 2 up as well with no problems.

wasnt it something like the '03 on fazers had stronger subframe and it was only the 01/02 that they advised to only use the 21L cases ?

03 owner here.
E36's + a 47l top box stuffed full of her things. iirc there was 70+kg of her shit essentials
The problem with socialism is that sooner or later you run out of other people's money!
There is a sticker under the seat on my bike that says something like maximum rack loading 7kg or 15.4 lb. My bike is 8 years old and I have used this set up (fully loaded) most summers for touring without problem and yes I have checked my subframe for cracking
V46 (46 ltr) top box and E41 (41ltr) side cases.

I don't use panniers on my Fazer 1000 as I have a VFR800 that I use for touring. However, I do use a pair of Givi E360 (40Litre) boxes as panniers on that and have never had any issues. I am sure they would be OK on the Fazer too.
