5 years ago, I paid £1850 for a 2003 model in top nick, same mileage. The 2002-2003 Foxeye models do command a little higher price mind. So, my estimate is somewhere around £1.5k, depending how average that condition is and if anything immediately need doing (e.g. fork seals, new tyres, poor running etc).

Is it a dealer or a private seller? You should get some extra wiggle room with a dealer. if they don't move much on price then make sure everything is sound- 2 good tyres etc, make them fix it before you leave the forecourt. At 13K you shouldn't be worrying too much, the brake hoses will need upgrading at the very least.
Treat everything in life the way a dog would- if you can't eat it or foc it, forget it.
A lot of purchasers think mileage is the most important consideration-however WELL MAINTAINED Fazers are capable of very high mileage (100,000 miles +).
More important to look at age-related items: eg tyres,brake hoses & caliper & master cylinder internals,coolant hoses,carburettor intake rubbers, suspension, radiator etc
Service history often includes items like oil & filter,air filter, spark plugs-but if there is no evidence that the items I have mentioned have been done then use this as leverage to reduce asking price. Often neglected/overlooked items are the steering head bearings(check,clean,regrease,adjust/replace) and the rear suspension linkage bearings & swingarm ditto. Also look at exhaust headers,studs & nuts as neglect in this area will cause problem/expense if corroded studs snap & have to be removed.
Dealer prices usually higher than private sale but you should have some sort of warranty from dealer. if you dont have a lot of knowledge take someone in the know when buying especially from a private seller.
Take your time & if not entirely happy walk away-there are plenty of good ones out there but also plenty of ones to avoid! Good luck!
13K on the clock is bugger all mileage wise, but it's still a 16 year old bike and there would be a huge difference if it was kept garaged by someone who just likes to polish it every now and then and keep it in generally good nick, compared to if it was parked outside in a garden near the seaside with salty air munching it to bits.
Same as the meaning of average to one person can mean not very good at all to another, or even way above average to someone else.

These prices seem fantastic to someone who's buying, but if you own one of these, as we all do, then i kinda find the prices insultingly low, because you get a helluva lot of bike for your money, and if well maintained they have many many years more life in them.
I would be looking around the £1200 mark as long as nothing's knowingly amiss, and it hasn't been left uncared for out in the elements.
