Who would have thought, lights again

Hi I updated my lights on my fzs 600 98 yesterday to Philips night breakers only to find that my near side light has been exchanged for a h4 so I have h4 on both sides.  Now the bulb on that side that I just replaced was a 35w and the night breaker is 55w and it only comes on as full beam which I think I hadn't noticed due to the lower wattage of the other bulb. Does anyone else have this and or know if it will put too much load on the battery and wether there is something I can do to make dip and full work properly. Oh last but not least is it legal?

Interesting. Has someone cobbled together a dual H4 system by taking the left unit from a continental version? You certainly can't make the right hand reflector sit in the left side... I know because I've tried!
Anyway it sounds like you've the basis for a much improved headlight.
You need to rewire the connectors so that both sides do the same thing, you've already got the main beam wire available to the r/h bulb and the switched dip connection can be found in the junction box under the tank. Moffmeister's original mod to get that signal to the H4 bulb will show you how.
Make sure you only get one filament lit (per bulb) at a time, if a bulb has both dip and main powered simultaneously the extra heat will cook the coating off the reflector. Otherwise there is no problem with the power, the generator/battery copes with a 55W and 60W bulb normally, an extra 5 watts will make no difference.
As for legality, you should be fine so long as the dipped beams don't dazzle. Push the bulb connectors on one and line it up, then pull that one off and do the same to the other. You may need to rotate the bulb base clockwise a bit to get it to dip away from oncoming traffic. If necessary you can clip the metal lugs on the base to be narrower, that'll give more rotation.
