Just buy a stopcock key, less than a tenner(B&Q, Screwfix etc) and turn the water supply to your house, off in the street. :thumbup

you can often get away with winding out the tap and reseating it with ptfe or boss white dude Smile like robbo says, easy fix either way

I made one once out of a piece of square metal tube that you build shelve systems with and cut a notch out of it to fit over the tap. Although I did end up snapping the tap head off and they had to come out and replace it with a modern plastic one -- oh and also replace the lampost which was concrete and too close to the hole  :lol . Since the new fitting I have found that I can just reach it with my hand to turn off. 
I don't do rain or threat there of. dry rider only with no shame.

Piece of square metal tube..."luxury". In my day we had to make do with 3 paper straws and some chewing gum.
Those are my principles...if you don't like them I have others.

Years ago I had an accident in which my mini ended up bouncing off a lampost which in turn keeled over,and the council charged me for it!
