v5 log book

Evening foccers , ive been offered a motorbike frame as a project , just the bare frame nothing else not even a log book , current owner has never had one as was going to build a sprint bike.....so my question is , am I going to be able to apply for a logbook just by using the frame number ?

Thank you DARRSI. Interesting read , bit of a gamble then , I dont have the registration or any checkaable history , just been offered the frame as a project , I have most of the parts to make the bike but to make things a little harder for myself the engine number is also missing.....a common problem on these bikes as is inline with the chain , if chain breaks/ comes off for whatever reason it damages the casings  and breaks the bit with the engine number on it  , ive seen lots of these , probably too many  :rolleyes
