Obviously they can only monitor a small amount of people properly at any one time as there are only so many officers to do it, so the last we need is terrorists or their supporters coming back here, we do not have the resources to monitor them properly, and many other countries are having the same problem.
The terrorists might not be winning by acts of violence but in a financial sense they are.
