tank rubbers

I'm just changing my air filter to a K and N and noticed that one tank rubbers (the bits on the frame that are cable tied in place that the tank sits on) is with the thinner bit at the top and the other has the thinner bit at the bottom.  I'm suspecting thinner bit at the bottom is correct but just thought I would check.

The tank rubbers on my 2003 Foxeye are both fitted with the thinner bit at the bottom & i'm pretty sure they have never been moved around.

My 1998 Fazer (which has the same design tank as the 2001 model)has the thinner bit at the top with the opening facing inside.

I've just had a look at the parts catalogue diagrams & it looks like it has the thinner bit at the bottom in that.
