They'll even pull alongside you at lights and hijack you! they are above the law unfortunately as the police won't chase them and they have no number plates. If we increased their benefits they may not feel the need to commit crime. Having them spend some time in the country working with animals and doing activities like hiking, canoeing will often work wonders with underpriviledged children from the inner cities.
