Fortunately its only plans at the moment and as he wants to do it from next year, its unlikely unless he means the end of the year as the infrastructure wouldn't be in place that quickly to catch people.
While a lot of people might agree with him, this may be the straw that breaks the camels back for him.

You have more chance of emergency admission by hitting one of a million major potholes in Brent.
More chance of finding the Holy Grail than spotting the Brent Pothole Repair Team.
