The fact is an EU referendum was not a priority for the British public. However, the Tories know something of what Labour seems to know nothing of. That is, you can’t win an election with a divided party. Hence David Cameron used the referendum in an attempt to win the most seats in parliament. He did not think, though, that he would win a majority. Not even Cameron seriously wanted to risk putting this referendum to the people.
