something odd going on ?

each time i try to get onto the site I am timing out a few times then I can get on or I get this message ?
 Connection Problems      Sorry, SMF was unable to connect to the database.  This may be caused by the server being busy.  Please try again later.
 
 its all french to me ? any ideas ?
