It appears to be parked on a junction. Maybe they issued the ticket for that rather than the non-display. The person receiving the ticket probably didn't even read it

true but if the car hadn't moved in a few days then surely he would've had a ticket on the previous days too?
but as you point out there isn't a copy of the ticket to say exactly why he got this ticket!

There's no double yellow lines etc, so unless it's causing an obstruction, it's legally parked.

I will refer you to rule 243 of the highway code. This is something you can get a parking ticket for (though most plod and wardens don't bother)

Ok, good point. It's not something I normally worry about, being on a bike

So, yes, it's possible that that was what the ticket was for, but it's still an odd co-incidence that it happened on the day when the permit wasn't visible due to snow.

Well there you go. Nothing to do with parking badly. All to do with poor quality software and a over zealous enforcement
