To be fair give them a piece of private road away from everyone and they would be fine. And you can't say that there is enough waste ground in London to do that.

Also get a proper workshop set up, teach them a trade, renovate old knackered bikes etc They clearly have some skills, need some direction and away from the public roads, as if I lived along those roads I'd go mental!! When I was a nipper we had a woods near us we could arse around on, away from houses etc, and everyone just left us alone.
