Decals

I have just bought a 2000 Fazer which someone has painted with aerosol cans by the look of things. I am going to get it re sprayed but are the decals under the lacquer originally or on top  of it?

Also can anyone recommend a good supplier for decals? the only one I have looked at so far is

As far as I know the tank decals are under the clear coat but the fairing decals are on top,

Also motor stickers website is the only place I could find the decal aswell

If you want the original ones they are in the parts catalog (note the parts numbers below are just AN EXAMPLE and are from MY 2003 parts catalog, get yours from download section):
