I've had this issue with my fuel gauge this week, after removing the gauge and testing and it all checking out ok  I noticed one of the terminals on the fuel sender had been rubbing on the frame causing the sender to earth out and the gauge to read full. After finding this i repaired the insulation and put some foam on the frame to prevent it happening again.
