Knowing of the headlight mods´benifits i decided to do a search. I read one foccer saying he´s downloaded a guide from the download section but I can´t find it.
If anyone can point me in the right direction i´d be glad. i might also feel safe enough to stop wrapping myself in fairy lights after dark.

It's not a download, but John Silva did a great write up in the Articles section :)

I'm sure my bike has both lamps lit on dipped beam. Does this mean the mod has been carried out on mine already, or was it resolved in the 2000 model?

This probably means that your bike has the mod as the improved headlights weren't done until the Foxeye models I believe
If you want better lights still, then I'd recommend trying out some Osram Nightbreaker bulbs as they have very good ratings on the forums or the other options is HID's

No, it's been modded.

:o No need to thank me as I only copied and pasted the original thread over from the old yuki forum.
All thanks and royalties must go to the original poster Moffmeister who did this great mod on his bike.

Well, you took the time and effort to copy it across so that's got to be worth something ;)
