Are they routed correctly ?
Does the throttle feel free on the bars ?

Could be corrosion of the butterfly shaft. Not easy to lubricate unless you remove the carbs. I have seen it on a few fazers, especially ones that are out in all weathers and used all year round

disconnect the cables and determine if the problem is with the carbs or the cables/grip

Have to fitted heated grips? Are the fowling the switch assembly?
Is the bar end weight catching on the end of the grip?
