What does the nylon ring on a genuine front sprocket actually do?

At low revs or continuously?

What type of noise does it reduce?

As the chain comes onto / off the sprocket, the rubber "eases" it on/off and stops a little bit of clatter. If you can't find one get one undamped - doesn't make that much difference.
