Some of that is out of date, for instance the idea of stopping bikes for road-side emissions checks was a proposed amendment which has been withdrawn.

maybe i'm just been thick and the e-petition doesn't say clearly what it's about can someone explain it please?

It's been grumbling on for a while now, MAG organised a national protest about it last year. More info in the links at the top of this thread:

MAG organised a national protest about it last year. 

Cant think what I was doing that weekend 25 sept 2011 but obviously the rides went ahead and people got involved?

Yes, IIRC the figures quoted were something like 40,000 bikers around the country.

Unfortunately it got virtually bugger all coverage in the national media :(
