I use holts brake cleaner to remove dirt and stains and have never had any problems with damaging paintwork.
If it's broken, it's not fixed.

I wonder if Trading Standards would be the right people to approach regarding redress on this?

Had a go this afternoon with t-cut colour restor (want to be gentle to begin with) and apart from being too glossy for my liking(I would like to find a way to reduce this, brake cleaner?) half of the staining has gone. But some sections are gonna need going over with original red cap t-cut.

 You could try some diluted IPA to remove it, but I would just wait and save the hassle, the gloss enhancers will wash off on their own over time :)
