Missing Filler cap (diesel)

Passed a articulated truck on the way in and noticed his filler cap was missing (replaced with plastic bag and cable tie)

Some twat is always spilling huge quantities of diesel on this particular road, so

Is there a way to report it? Is it worth doing?

YES!!! report it
try his company first and if not then move on to roads agency or even police as it is an offence.
normaly the company will crack down on it as they will get fines if they dont. but not all companys care

You say "road agency" - who exactly - been trying to find a number etc
Can't see it's worth reporting it to police (no bung means they won't act)

you see it all the time people being pulled over for dangerous vehicles and they shouldnt be on the roads
where would their insurance company stand if their diesel spilt out and you slipped on it?
they would say the vehicle is unsafe to drive THUS UNINSURED!  >:

"When the truck gets to the nearest Volvo dealer he'll collect another fuel cap" - so no-one from the Volvo dealer could get to that wagon to at least make it safe (esp with the cost of fuel now)?? Theft from fuel tanks isn't exactly a new phenomenon.

Still, if I were to slide on diesel and could prove it had come from a particular wagon, I think I'd be inclined to sue - they can't exactly be short of a penny or two if they can afford to slosh fuel all over the road.

I would say yes ! report it straight away !
 
we did ! we reported a luton van they took down all the details where when reg the works , we were following the van at the time .
 
 we told them where the desiel was being spilt which round abouts every thing !
 
 we drove back through the same route a day later and some one had been out and dusted the road ! to clean it up !
 
 the first and only time I can think of that calling the police was a pleasure !

There was one here a few months back, council wagon that spilled oil all over the road (the oil trail went on for about a mile), which the driver of that wagon was aware of.

Result: my dad decked his bike (and it were only a small bike too) with £550 of damage and a sore shoulder, and within half an hour of that, two cars and a bus taken out at the same place - and that was on a dry day; had it been raining it would've been mayhem...

Claim against the council still ongoing.

Mayhap a mass of emails to the company (pointer, dunno if publishing their email address was intentional?), might serve a purpose and drive the poitn home, abotu dangerous it is?

Definitely worth reporting to police though, esp as the company knew what their driver was doing.

Right, so he's just given prima facie evidence that the driver was in control of an un-roadworthy vehicle since the MoT test requires that "Fuel cap fastens and seals securely."

In other words he should have gone to the dealer in *another* vehicle, got a cap and *then* put in on the lorry before moving it!

Come on guys let's not go over the top.
 
The OP didn't state that diesel was actually spilling from this truck and it sounds like they had made a decent attempt at a temporary repair pending getting the new cap. If this and the theft explanation was true they don't sound like a company generally causing problems by running unsafe vehicles.
 
Diesel spills are a serious problem and can be potentially fatal and I speak as someone who has suffered an insurance right-off due to a diesel spillage.  But lets keep some perspective and not pillory someone who has themselves been a victim of crime and has seemed to make reasonable efforts to address the situation they found themselves in as a result.

Right, so the next time anyone sees a lorry with the same plastic bag and cable tie set-up we should just assume that they've been robbed and they're on the way to a dealer to get a new cap...

Except there's *still* a legal requirement for a securely fitted and sealing fuel cap and if their "decent attempt" to make a temporary repair turns out to be not so decent after all and then end up spilling diesel on a roundabout, I'm sure that's not going to be much compensation to the biker who comes off on it.
