Hi, anybody know a cheap and easy way to replace an Exhaust Header Clamp? Or do i just need to face facts and buy a whole new set of Down pipes?

It depends on your downpipes. If they are able to be separated, then slide one off and take it to a fabricator to get some new ones made up.
Most exhaust systems though do not have separate downpipes where you can do this, so new downpipes are required. I wouldn't bother, despite how bad they look, until the downpipes needed changing though.
