Having flags behind you any time you're on TV is an American thing to show how "patriotic" someone is. Jenrick decided to "make a statement" and deservedly got the piss taken out of him.
Of course the "anti-woke" brigade (nb "woke" is pretty much now a term only used by the political right to deride anyone who points out their hypocrisy, cf "cancel culture") immediately used this as an excuse to whip up a media frenzy over a trivial issue because, of course, that would distract people from the serious issues that are affecting this country that Jenrick and co are responsible for.
So, whether or not it was a deliberate Dead Cat, it certainly became one because the Tories then decided to up the ante by declaring that *all* Government buildings should fly the Union Flag *every day*, something which has never been considered necessary before now.
