That's a drain hole/passage to the spark plug well, there is another the other side, should be kept clear so any water that gets there can drain away  ;)

There is the mod to use the dip filament of the right hand headlight and have both sides lit on dip.
 
But I think the threads you refer too were by Paulfzs, he has done three threads I think about lights, I think these are the main two,

Infiniteloop, I notice you have an original 9mm front sprocket nut on there, search on here, you will find loads about it, do not worry about it, but I would bear it in mind when you next change chain and sprockets to get the updated 12mm one  ;)

The son of a friend used a lighter to warm up the end of a bit of PVC pipe to put it onto their fuel tap, in pushing it on shook a little bit of fuel out of the valve which dribled down the pipe, then he proceeded to warm up the other end to push it onto the carb, yep you've guessed it . .   :oops    :smokin
The first liquid to hand to put out the burning pipe was a can of two stroke oil,  :think
Yep he did  :look , just the thought makes me cringe, lucky enough I think the flame was by then just licking at the end of the tube and the oil smuthered it, but still  :groan   Fooking Hell

Oh - and yes, the link slappy put up has an in line fuse in the 5th picture as well, looks like a connector but it's actually open and you can see a glass fuse sticking out of one half of it.

The fuse will only protect what is after it, hence why it should be kept as close as possible to the battery.  :book
 
The example anutz gives you can just about see a fuse holder behind the main box with a red wire either side of it, about 5" from the ring terminal for the battery.
 
Rating wise I would only expect a 1amp or at the most 2amp fuse, but it depends on the device, how many outputs, etc

Fuses are always good, as close to the battery as posible, if they are correctly rated they protect the wires after them
 
An abraded or crushed wire under the seat can become a fire starter  :'(   ;)

Zef Eisenberg's turbine bike, goes out as a streetfighter and knocks up 231.5mph  :eek

And that belly pan don't look that aero dynamic either

if those are no good, you should be able to get a piece of suitable pipe off a reel at a motor factors or a hardware place that does rubber hoses for a quid or two, £20 for that is just  :eek , there is always fleebay, just measure up the bore and length

the shop on those is listed as "sandybikespares", not sure if these are what is refered to on here as sandy pipes and they have been re-branded.
 
I went with Motad when I changed mine, phoned them and quoted an ebay price, as others here have aswell.
Can't remember how long I have had them, but still happy  :)

Yes, your can is on the way out.
The only good news is that if money's tight you can bodge it for a fair time. I used high temp silicone sealant to bung up the gap between the inner and outer bits where the pipe enters the can. It did get through a couple of MOTs that way, but the rattle got too irritating in the end.
The problem is the inner mild steel rusts through down at the bottom (despite the drain holes).
I dismantled mine:





You can see the two inner flanges have rotted through (ignore the slot in the stainless to the left, that's just my clumsy hacksawing). Not shown is the mesh sleeve that the internals are spot-welded to, that's surrounded with mineral wool before being slid into the stainless outer. The mesh gets rusted away at the lower end too so quite a bit of the wool had blown out.

Did you check your fuel tank for any water, that contamination came from somewhere.
And if you have any water sloshing around the bottom of your tank you will get a little bit picked up every now and again and  it's going to be a recurring problem  :rolleyes
 
Check the drain tube is clear that drains the area under the filler cap.
 
and check the face that the rubber seal of the cap goes down onto is not rusty, mine was, cleaned it with scotch bright pad, treated it with loctite rust converter, let it dry and put a light smear of silicon grease on it - happy days  ;)

If he has that much gunk down there maybe there is some on the exhaust as well, anyway as slappy said clean it up, but I prefer to use spray can chain lube for pivots like the stands, it sprays on easy, flows into the pivots and dries to a grease so lasts longer than wd40

And in the position of being sacked from the corporation this seems a bit far fetched
