When I sold my 600 the new owner had a restrictor kit fitted that was just a stop on the throttle cable I seem to recall.

When I did mine I seem to recall a tap in a socket on an extention was an absolute doddle and made a tidy job of it.

The inlet mod is just a little bit of reshaping  to match the ports better I believe.Most cracks are superficial surface only, spray some wd40 or similar over them when idling and see if it picks up or splutters, if not don't worry about them.

I stuck a pair of conti road attack 3's on my TDM 850 and no scrubbing in required, transformed the feel and just seems to hang on like something brown and squidgy to a blanket right from the start, I'd reccomend.

I've heard of a trick involving superglue and baking powder, I think the trick is to vee the crack a bit and fill with the powder then flood with superglue, it's supposed to bulk it up and cure it almost instantly, I've never tried it so research thoroughly before ruining your plastics.

I tried a pair of conti road attack 3's on my TDM850 and it transformed the feel, so much more confidence in the corners now and they don't need scrubbing in.

Remember original carb o-rings are petrol proof but not always ethanol proof, I'd avoid cheapies and buy viton if going to the trouble of stripping carbs.

Some yank carbs have a blanking cap over the air screws, the self tapper is for pulling the cap out, you probably won't need it for a UK bike.

Anyone local to you with a blasting cabinet? We have two at work, one is iron powder and good at shifting hard carbon and corrosion and the other crushed walnut shells which takes paint of well leaving aluminium alone, you can blast pistons without worrying.If you're anywhere near st.neots I could probably give them a go over.We normally put big stuff in a paint strip tank first but the fluid is full of lead and crap so not easy to clean out the inside of a fork tube.

It's doable, you'd probably need a change over relay (double throw) for each side linked into the indicator switch so it cuts the permanent power when indicators switched on, probably not legal in UK though.It's pretty much how the USA imports are as standard but I can't remember how they are wired, many years ago I got a USA Z650 for swmbo that worked as you say but I'm buggered if I can remember how I changed it back to normal, I thing it was all in the loom and just cut the sidelight wires but not sure, so if you can find an old yank wiring diagram it may help.Check the law first though.
