Sounds like the first time this happened you were cranking with the starter motor for a bit longer than usual. This may have allowed a slightly loose connection to overheat in the starter circuit causing the starter motor to slow/stop. Check all of the high current connection (the thick wires) from the battery through the starter solenoid through to the starter. Check cable from the battery negative terminal through to where it bonds to the engine (I'm not at the bike right now and I can't remember where its bonded to to). Make sure all the terminals battery/solenoid are clean and tight. Make sure the terminals crimped onto these thick wires are not loose and look for signs of overheating where they are crimped to the cables. Odds on if there is a problem its in the high current starter circuit.

11.8V when not connected to modem does not mean it'll still be at 11.8v once connected. You need to check it under load. Chances are the voltage would then fall hence modem doesn't work. Unless the modem states on its case what current it draws the only way you can check is to measure it. Presumably its no more than 1 amp since the original adapter was rated for that. 0.8A is probably ok - but there are also plenty of crap (fake) adapters about on Ebay etc that are best avoided.

Backup fuse provides permanent live supply to the clocks. You have a short between that and the switched live supply somewhere. When key is off and instruments light up the supply is feeding through that fuse. As its passing more current than intended it blows. Does the bike have an alarm? The feed from this fuse runs to the alarm connector under the seat and to the clocks. If you have an alarm plugged into the connector under the seat unplug it. If problem still there disconnect the clocks (6 way plug). You should be able to isolate the fault in one of these two.

Check if the "backup" fuse has now blown, hence loss of permanent live feed which makes the "constant on" problem disappear but with loss of memory for clock/odometer. If it has you might find replacing it reinstates the "constant on" problem.

The car roof rack example is not really valid as you talk about moving the mass and not the point where it attaches to the car. You've lowered the CoG by lowering the mass. If you leave the load on the roof but change the point where it attaches would the car handling change (assuming it is a rigid body)?
 
If you stand on the pegs the centre of mass will be higher (but you will have more control by moving your body from left to right). I'm with Phil .... or have I missed something here?

I've got one - took it off and replaced it with a two way switch as I couldn't get on with the covered buttons with gloves on.
 
I think the older and later ones are better though. I cut the connectors off but you could swap with yours. You can have it for the cost of the postage but you'll have to wait till I get back from holiday in a couple of weeks - I'll be offline till then.
 
PM me if you want it - but I still recommend the switch option   :)
 
Two way waterproof switch costs less than a fiver and can set up to switch between series (1/4 power) and parallel connection (full power).
