My past experience with the conservation officer was that logic was out of the window. What she said was how it was going to be!

Check the statute on legislation.gov

Google the article and they are usually top listing. You can save pdf files for a lot of them as well

as you say, they should be helping me adhere to the rules, not being overly strict and not letting me know what I can/can't do by law.

I worked on a old vicarage a few years back,  I think it was grade 1 they called it, he had to use as much original  materials as he could, lovely house cost about. 1,2 mill, after all the cost and fuss to the owner they where then doing a compulsory  purchase on it to smash it down and put a motorway through it, talk about one rule for one.
