Why would you remove tank panels ?

I bought another FZ1 a month ago but unfortunately it had a few issues and the dealer has taken it back with full refund. I'm now looking at others, I've seen one low miles, a little pricey but looks a nice one... Only thing is the plastic tank side panels are not on it, I can't think why these would have been removed, they stick on with adhesive tape and don't need to be removed for maintenance. Maybe I'm being overly cynical after buying a bike with issues, I can only think it's had the tank repainted or replaced but the rest of the bike looks mint (only seen photo's), It doesn't look better without them either.
Anyone come up with reasons ? worried about buying another duffer, lol.
